May 1998: FBI Gives Counterterrorism Top Priority but No Extra Resources

The FBI issues a strategic, five-year plan that designates national and economic security, including counterterrorism, as its top priority for the first time. However, it is later determined that neither personnel nor resources are shifted accordingly. FBI counterterrorism spending remains constant from this point until 9/11.
