September 6, 2001: Defense Secretary Rumsfeld Threatens Veto If Democrats Allocate More Money to Fight Terrorism

2001-09-06

Senator Carl Levin (D-MI), chairman of the Armed Services Committee, seeks to transfer $600 million to counterterrorism from the missile defense program to fill budgetary gaps. However, Defense Secretary Donald Rumsfeld sends a letter on this day saying he would urge Bush to veto the measure. Levin nonetheless pushes the measure through the next day on a party-line vote. It’s unclear if a veto would have followed. [Washington Post, 1/20/2002; Time, 8/4/2002; New York Times, 4/4/2004]
