September 15, 1999: Bipartisan Commission Concludes Terrorist Attack Will Occur on US Soil, Killing Many

The first phase of the US Commission on National Security/21st Century, co-chaired by former Senators Gary Hart (D-CO) and Warren Rudman (R-NH), is issued.
