October 29, 2002: Help America Vote Act Becomes Law
The federal government enacts the Help America Vote Act (HAVA), as signed into law by President Bush. The law provides federal funds to states to improve election administration and to replace outdated or obsolete voting systems. The law also provides minimum standards for states to follow in election administration, and creates the existence of “provisional ballots” for voters to use in disputed circumstances.
