Dave Frasca, who will later go on to play a key role in the FBI’s failure to get a warrant to search Zacarias Moussaoui’s belongings before 9/11 (see August 21, 2001 and August 29, 2001), is appointed to a supervisory position on a counterterrorism squad at the FBI’s Miami office.
