October 13, 1999: Senate Rejects Ban on Nuclear Testing
In a party-line 48-51-1 vote, the US Senate decides not to ratify the Comprehensive Test Ban Treaty (CTBT) that President Bill Clinton signed in 1996 (see September 24, 1996). The vote marks the first time in US history that the Senate has rejected an arms control treaty. The treaty, which needed a two-thirds vote for ratification, would have extended the current international ban on above-ground tests to underground testing as well, resulting in a total ban on all nuclear explosions.
