January 1982: Assistant Defense Secretar Richard Perle Advocates on Behalf of Former Client

Richard Perle, an assistant secretary of defense, writes a memorandum to the secretary of the army recommending that mortars manufactured by the Israeli arms company, Soltam, be evaluated for cost competitiveness. Less than a year before, Perle received $50,000 from the company (see March 1978). Perle also complains in the memo that the company had not been given a fair shot at an earlier Pentagon contract.
