March-April 1982: Reagan Publicly Declares Nuclear War Unwinnable
In public, President Reagan says forcefully that nuclear war with the Soviet Union is not a viable option. In March, he says in response to a question as to the possibility of a victory in such a war, “I don’t believe there could be any winners… everybody would be a loser.” In April, he says flatly, “A nuclear war cannot be won and must never be fought.” Yet out of the public eye, the Pentagon is preparing a document that espouses a “protracted nuclear war” as an officially viable alternative for the US (see March 1982).
